Workplace Skills Plan and Annual Training Report (WSP & ATR)

The purpose of the Skills Development Act is to improve and cultivate the existing skills of the South African workforce. It will in turn have the potential to increase the quality of life as well as work prospects of the workforce. Productivity can be improved, the competitiveness of the employers, as well as self-employment as a result of Skills Development.


What is a Workplace Skills Plan (WSP) and Annual Training Report (ATR)?

A Workplace Skills Plan (WSP) consist of planned training for the following year whilst an Annual Training Report (ATR) reports the actual training that was completed in the previous year.

The below is needed as proof of the completed training:

  • Invoices

  • Certificates

  • Attendance registers

Who must submit a WSP and ATR?

All companies who pay salaries of more than R500,000 per year should be registered to pay Skills Development Levies (SDL). Companies can then submit WSPs and ATRs. Through completing the WSP and ATR, but also adhering to all the set requirements, 20% of the SDL paid will be obtained through a grant from the relevant Seta.


Why is it important to submit WSP and ATR?

A WSP assists companies in identifying the skills lacking in their workforce. Addressing these gaps can contribute towards their employees’ professional development but also invest in the company’s future skills needs.


The ATR is submitted in addition to the WSP. It indicates the progress made compared to the WSP of the previous. The success or failure of the company, in terms of its’ skills priorities and growth objectives, is measured by the comparison between the ATR and the previous WSP.


What happens if you don’t submit the WSP and ATR?

If a company fails to submit the Workplace Skills Plan and Annual Training Report their B-BBEE status will be negatively affected. No submission, no points. The grant linked to the WSP of the company will also be suspended for the following year.


What is the deadline for submission?

The due date of the WSP and ATR, as determined by the SETA, will be no later than 30 April of each year.
